Originally As a normal citizen of Lake Forest I did not put much thought into it. From the information I have gathered by reading and speaking to various individuals basically the job is to receive information projects, possible city laws, and other relegated things. Then the city council member researched and decided to recommend modifications, support, or block the agenda item. I am more than qualified to do so in a clear and unbiased way. I am to friends or buddy's with ANYONE on city council. A council member said I need to be their friend or I will not be elected. I have been on the board of multiple groups/ organizations. I have helped keep costs down in these functions.
According to the Lake Forest city website
The City Council
is comprised of five part-time Lake Forest residents elected at large
serving alternate four-year terms. The City Council selects a Mayor and
Mayor Pro Tem annually. As a general law City, the City Council is
responsible for making policy decisions and providing guidance to issues
related to the overall quality of life. The City Council also serves as
the Housing Authority Board and the Board of Directors for the Rancho
Canada Financing Authority.

My personal view is the city council members should be people representing the different people / needs of the city. Each person should be Independent on their thoughts / decisions to benefit the city while not impeding progress due to personal beliefs / goals.
While I understand the need for unity, BUT I also understand the need for differing opinions.
I personally feel city council members should not be friends who hang out together all the time, as this diminishes the individuality aspect.
